Ulises is an author for A Path for Europe. His expertise lies across energy policy and transitions, climate action, and development policy. He is further enthusiastic about the Western Balkans’ accession to the EU and EU relations with Central Asia and Latin America, among other topics.

He contributed to the work of the European Commission’s Directorate General for International Cooperation & Development in the fields of sustainable energy, climate change, food security, trade and finance, and to the execution of the EU Gender Workshop in Kirgizstan. At SD Strategies he co-shaped climate change mainstreaming and NDC-SDG policy analyses and formulated fundraising concepts towards sustainable energy diversification for different governments. He worked at the Mexican Embassy during his master studies in Germany.

Before undertaking a Master of Public Policy at the Hertie School of Governance in Berlin, he performed as a political assistant and a press contact in the Green Party of Mexico, predominantly supporting district development and electrification. Throughout his undergraduate studies in Communications at Universidad Iberoamericana in Mexico City, he worked as an environmental journalist in a local non-profit newspaper and then in public relations at the headquarters of General Motors in Mexico City.
